Need
Parsons requires a Wireless/Microwave Construction Manager who will be on network and direct the day-to-day operations of self performing installation staff, subcontractors and superintendents while they are engaged in the construction installation and in-service testing microwave & other wireless communications systems related to this work. The initial one year project will be located in the Los Angeles area with expectations of project growth to additional west & east coast markets which may require relocation. This position will involve oversight of project staff & subcontractors through infrastructure design, procurement, build and testing of microwave links and wireless communication networks associated with Positive Train Control systems as mandated by the Federal Railroad Authority with Rail Safety Improvement Act of 2008 (RSIA).

Position Overview
Plans, organizes, and supervises pre-construction & construction activities for an assigned regional area of a construction program. Schedules major construction tasks, manages services of subcontractors (including the approval for payment). Coordinates the activities of internal lower level superintendents, crafts and subcontractors. Ensures continuity of job progress and maximizes efficiencies. For assigned area, serves as the primary point of contact with the client peers, subcontractors, permitting jurisdictions and utility providers. Responsible for job safety, quality, schedule and regulatory compliance. Required on site daily at construction site(s) or project office. Travel with extended stays required where site locations dictate.

Specific Responsibilities
Assists the assigned Project Manager in planning, directing, supervising, and controlling the execution of technical, fiscal, and administrative functions of the project.

Makes recommendations and participates in the planning for engineering, permitting & construction operations.

Interfaces with local jurisdictions and utility providers for permitting and infrastructure delivery.

Participates in engineering & utility site walks and reviews construction drawing documentations.

Monitors subcontractor operations including enforcement of all contractual obligations.

May oversee the work of Construction Superintendents

Reports schedule progress and works with program team in determining any changes required to maintain commitments.

Performs duties of Safety Manager on each assigned project to ensure safe working conditions in compliance with OSHA regulations, Project Safety Plan, Subcontractor Safety Plans & Activity Hazard Analysis.

Performs quality control functions for each assigned project to ensure all aspects of the work are performed according to contract documents and industry standards. Maintains/submits quality verification reports and ensures completion and transmittal of third party quality control reports.

Performs other responsibilities associated with this position as may be appropriate.

Qualifications:
• 4-year degree in construction-related field (or equivalent construction-related work experience) required
• 10 to 12 years of experience in field construction is required
• Specific experience with microwave systems and/or wireless carrier builds is preferred.
• Experience in developing communications systems for the railroad industry and managing work in railroad right of ways desired.
• Experience in the construction of other telecom/data infrastructure at domestic and/or foreign locations a plus.
• Proven leadership capability is required.
• Demonstrated knowledge of
a) communication site development processes impacting construction
b) permitting processes
c) antenna systems installation/testing
d) site grounding/testing
e) tower/mount installation practices
f) utility coordination
g) bill of material development
h) civil construction & quality assurance practices
i) construction safety practices
• Ability to lead engineering construction drawings & redline as needed.
• Ability to analyze antenna systems and component sweep test data, earth resistance test data & ground systems tests.
