Job Description - External: POSITION TITLE: VIDEO TELE-CONFERENCING (VTC) TECHNICIAN SUMMARY OF RESPONSIBILITIES: Under the direction supervision of the TACSWA-KU Site Supervisor and/or Site Manger, and is responsible for all aspects of the operation and maintenance of the Video Tele-Conferencing suites. The employee is required to posses a level of experience and proficiency to perform complex technical end-to-end testing of US Military Video Tele-Conferencing (VTC) command and control communications circuitry. Analyzes test and acceptance date to ensure compliance with required specifications for acceptance of the circuitry into the Defense Information Infrastructure (DII). Performs trouble restoration and maintenance functions necessary to maintain the VTC network. Performs complicated repairs of VTC circuits, which have failed to meet the US military installation specifications through systematic troubleshooting, complex equipment conditioning, re-engineering/ modifying, and re-testing. Performs remote network management functions utilizing proprietary software to resolve operational problems throughout the network. Performs complex re-engineering of communication circuits to effect integration or restoral into the VTC network. The VTC technician will resolve connectivity and interoperability communications problems for this prototype network utilizing state of the art software tools and diagnostics. The VTC Technician shall be required to perform complex computer system trouble restoration on US unique conferencing and communications equipment including the Accord MGC-100 Bridge, PAIRGAIN Modem nests, and Promptus inverse multiplexers. Responsible for updating the ACCORD MGC-100 computer software, configuring modules, defining end points, managing event messages and performing complex remote diagnostics. The technician is responsible for the operation of complex state-of-the-art Cryptologic equipment, to include the management and control of the classified keying materials. Provides technical and operational guidance and direction to the US Military in establishing, operating and maintaining the secure command and control video tele-conferencing systems.
SECURITY CLEARANCE: Must possess or be able to obtain a U.S. Secret Security Clearance within six month. It is required for the perspective employee to have had a US secret clearance previously and the clearance shall not be more than five (5) years old. Experience Requirements: Experience - External: EXPERIENCE: A minimum of six (6) years of combines experience of specialized training and experience in telecommunication systems operations and management, of which one years must be in VTC operations and maintenance. Experience must have been acquired within the last ten years. Current and continuous experience in the field of telecommunications and operations in large-scale voice, video teleconferencing, secure switching, transmission and data networks. A demonstrated knowledge in the testing of equipment, devices, components, systems and methodologies for the US Forces, including evaluation of test data in peace and wartime conditions. A demonstrated knowledge and skills to perform complex repair work on specialized, US manufactured military telecommunications equipment and it ancillary components. A demonstrated knowledge of and experience with Department of Defense (DOD) military missions, structure, doctrine, technical standards and specifications, and security requirements. CERTIFICATIONS/REGISTRATION/LICENSING: Must posses or be able to obtain a Kuwaiti Motor Vehicle Operator's identification card/driver's license.
