VACAPES Site Supervisor
Supervises all LATR operations and maintenance functions, including 7 personnel to ensure customer support and contract requirements are met. Responsible for quality of LATR functions to include operations, training, safety, resource allocation, and documentation. Supervises the operation of the LRWS, STS, ADSI, SIMDIS and LDTS (afloat or ashore) in support of all LATR exercises. Provides after-action briefings/reports to exercise participants up to Flag Level Officers. Attends and participates in exercise pre-planning conferences and advises CSFTLANT on matters directly related to LATR range instrumentation. Attends and participates in LATR program level conferences. Communicates with Fleet staff, computer users, supervisors, and managers to determine emerging requirements for new or modified software and hardware and writes recommendations for management review. Coordinates installation of hardware and software, and implementation of procedure changes. Responsible for all Information Assurance and security rules associated with classified systems and ensures compliance with the same.
Analyzes user requirements, procedures, and problems to automate processing or to improve existing computer systems. Conducts studies pertaining to development of new information systems to meet current or projected needs.
Program, set up, monitor, and debrief LATR operations; Coordination of all aspects of major multi-platform operations and exercises to include fixed and rotary wing, ship, and surface participants; Install and de-install LDTS at remote sites using a variety of communication paths to include SIPRNET, T1, and dial-up connections. Supervises the transport, install and de-install of Iridium tracking Units on ships, vehicles, and landing craft to bases and facilities on the East Coast. Coordinate with fleet operators and other work centers to provide LATR services;
During Large Force Exercises provides technical support to the CSFTLANT Battle Staff consisting of collecting and preparing exercise participant information from multiple sources (including: LATR, TCTS, STS, OTCIX, Link 16, and track data logs) for presentation and further analysis. Represents the LATR range as a piece of the East Coast Tactical Training Ranges and works with other ranges to meet fleet training requirements.
Collect and combine all data collected into single source debrief product SIMDIS/WAM and provide the debrief product to agencies as designated by Fleet Forces Command, CSFTL or; act as RTO for LATR missions (as directed); and support other exercises as approved by NSWC.
Basic Qualifications: •Five years' experience (in the last 10 years) with USN/USMC weapons systems, radars, and tactics. Weapons range and appropriate fleet experience required.
•Five years' management/supervisory experience required.
•Experience in shipboard LAN desired.
•Knowledge of Global Command and Control System - Maritime (GCCS-M).
•Fleet training with extensive background in tactical fixed wing, rotary wing, or Navy surface/sub-surface operations.
•Knowledge of the Navy's Fleet Response Training Plan.
•Physically able to perform physical labor to include heavy lifting and carrying of PIPs (67 pounds) and other LATR-associated equipment during ship/participant installation.
•Physically able to deploy aboard ship and to remote sites for up to three weeks at a time as required.
Preferred Qualifications: •Fiber optics experience is desirable.
•Experience in shipboard LAN desired.
•Background in computer operations with familiarity with LINUX-based training/ instrumentation systems highly desirable.
