Synopsis: The United States Army Training and Doctrine Command's (TRADOC) Deputy Chief of Staff for Intelligence (DCSINT) is directly involved in a variety of efforts in support of Army and Joint transformation with respect to intelligence matters, training, concept development, and ISR integration. The ISR TOPOFF is a Mobile Training Team (MTT) Headquartered at the Joint Training Counter-IED Center (JTCOIC) in Newport News, VA. The MTT's mission is to provide home-station training to deploying ground units at the Army Brigade and Marine Corps Regiment level on Joint ISR capabilities, synchronization, and best practices. Basic Functions: ISR Instructor collocated with the Joint Readiness Training Center and Fort Polk Louisiana. Replicate the Division Collection Manager and provide ISR training to the Rotational Units (RTU) during Pre Rotational Training at JRTC. Responsible for training RTU prior to the rotation and mentoring/coaching the unit during the rotation for both CPX and Force on Force. Assist JRTC in replicating the ISR picture for specific Theater AOs and capture TTPs from each RTU during their exercise while also assisting in development of the scenario to support the ISR picture. Additionally conducts research on deployed unit ISR activities, including Lessons Learned, Best Practices, Vignettes, and After Action Reports addressing ISR Synchronization and Integration in Operation Iraqi Freedom and Operation Enduring Freedom. Also conducts research on current, in-theater ISR Synchronization processes including battle rhythm, work-flow, matrices, charts, messages, and reports. This information will be used to show students real-world examples and develop Practical Exercises for use during the MTT. The contractor shall work on-site at Fort Polk Louisiana. Primary Duties and Responsibilities: - Replicate Division Collection Manager for JRTC - Provide ISR Synchronization training for rotational units - Provide coaching/mentoring to units during rotation - Replicate theater specific ISR picture for the rotation - Conducts daily research to identify new ISR Techniques, Tactics, and Procedures (TTPs) being used in theater. Develops vignettes from example products representing the need, planning, execution, and assessment of ISR. This includes input from: - Brigade or Regimental Combat Team units (BCT/RCT) - Center for Army Lessons Learned (CALL) - Joint Lessons Learned Information System (JLLIS) - Joint Center for Operations Analysis (JCOA) - Combined Arms Center-Training (CAC-T) - Combat Training Centers (JRTC/NTC) - Special Operations Forces (SOF) - Briefs the ISR Synchronization module of the ISR TOPOFF MTT - Prepares quarterly recommendations to improve MTT POI. - As needed, provides short turn-around analytical support of concepts, insights, and findings. - As needed, identifies additional critical tasks and performs them. - Former military member with minimum four (4) years Army or Marine Corps intelligence experience. Rank immaterial. SOF or maneuver Battalion/BCT/RCT S2 section experience preferred - Experience as a collection manager - Experience in analysis and control element operations - Rotational experience at the Joint Readiness Training Center - Is an experienced briefer, comfortable in front of senior officers - Has minimum twelve (12) months deployment experience in direct support of OIF and/or OEF. OEF preferable. - Understands Intelligence Support to Non-Lethal Operations, including Governance, Economics, Infrastructure, and Information Operations. - Possesses considerable computer literacy and online research capabilities, including SharePoint Portal navigation and ability to exploit Intellipedia, TigrNet, and JIOC-I databases. - Must possess a SECRET clearance and be eligible for TS/SCI. - Possesses strong verbal communications skills - Possesses strong written communication skills. - Possesses a minimum Associates Degree. Bachelors or Masters degree preferable.
