Parsons makes the world a safer place. PROJECT For more than 20 years, Parsons has supported the Department of Energy (DOE) at the Savannah River Site in South Carolina. Parsons is developing a conceptual design for a Salt Waste Processing Facility (SWPF) to process highly radioactive liquid wastes currently stored in large underground tanks. Salt wastes account for about 34 of the 37 million gallons of radioactive waste at Savannah River. The SWPF continues Parsons' full-service support for first-of-a-kind process facilities to solve our nation's most complex waste issues.
NEED Under general supervision, participates in the development, execution, supervision, and coordination of all technical aspects of field engineering assignments including development of plans, schedules, contracts, procedures, and construction methods and systems. Incumbent is also responsible for reviewing the performance of subcontractors to assure contract compliance, the application of accepted construction technology and standards, and the acceptable standardization of materials and supplies. May provide technical guidance to less-experienced field engineering personnel. Willingness to relocate to construction site locations is expected. Must be available to work overtime. A non-traditional work schedule is expected.
SPECIFIC RESPONSIBILITIES :
Performs difficult and complex field engineering assignments involving the development, execution, supervision, and coordination of all technical aspects of a construction project.
Responsible for multiple critical installations including all reinforcing steel and all structural steel.
Coordinates shop drawings with vendors as well as serve as a liaisons between field, EOR and vendors.
Works with all levels on project to ensure timely implementation of design installations.
Independently develops solutions to complex problems, coordinates same with Engineering, field and management as appropriate.
Oversees installations to ensure design is correctly followed including design changes.
Maintains first-level quality assurance to confirm that the installation of all work within his/her discipline is in accordance with the plans, specifications, and industry standards. May supervise the construction engineering work and provide technical expertise for one or more of the construction engineering disciplines.
Provides technical support to all disciplines as needed with detailed attention to all aspects of the Civil, Structural and Architectural disciplines.
Mentors/assists lower level Construction Engineers on an on-going basis.
Ensures that tests and inspections are performed, witnessed, and documented in accordance with approved procedures.
Develops hold points and ensures they are followed up on/ Work package development.
Works hand in hand with Quality Control and often writes NCRs applicable to the work/ verifies NCR's are dispositioned and incorporates requirements in work packages under established work control procedures.
Collaborates with construction management to eliminate any hazards associated with the work that may adversely affect the environment or the safety or health of employees. Ensures that personnel of the assigned group engage in safe work practices in compliance with site-specific safety procedures and industry standards.
Develops and implements JHA's for a variety of activities. Updates work package as appropriate through coordination with management.
Establishes and maintains liaison with the discipline design engineering staff. Reviews and interprets discipline design drawings and specifications to ensure current revision level and correct technical execution of the work.
Provides resolution for technical engineering problems within the assigned discipline(s); coordinates application of solutions.
Independently develops solutions to complex problems, coordinates same with Engineering, field and management as appropriate.
Develops discipline construction schedules and monitors progress. Provides schedule and progress appraisal report to the Construction Manager.
Work with leads in development of sequencing of activities.
Monitor and report on progress as appropriate.
Plans and executes sequence of activities for Civil Construction.
Monitors material procurement and deliveries to ensure timeliness in support of construction activities and schedule within the assigned discipline. Ensures that materials received meet specifications and established standards of quality.
Manage materials /commodities from vendor and identify quality issues with materials in a timely manner, before field work is impacted.
Organizes the accumulation of assigned discipline data for the final project turnover and report.
Initiates and maintains records, back-charge procedures, progress reports, etc., as required.
With minimal supervision may initiates back charge procedures for various vendors. Maintains/tracks back-charges and coordinates same with Procurement and management. Regularly and thoroughly reports status to direct management.
May have some interface with the client and upper-level management as well as with DOE site representatives regularly regarding installations under his area of responsibility.
Establish relationships and interface with high level managers and serves as a delegate to the Structural Lead/ Lead Construction Engineer at times of absence.
Capability to take on any activities assigned with the same rigor and professionalism as the officially designated duties.
Performs other responsibilities associated with this position as may be appropriate.
Qualifications: REQUIREMENTS
- 4-year degree in engineering or construction-related field, or equivalent construction-related work experience.
- 5 to 8 years of experience in field construction is required.
- Experience at Savannah River Site/DOE on a NQA1/ nuclear construction in the construction of large civil/structural and/or industrial projects at domestic and/or foreign locations is preferred.
- Understanding of the requirements of a NQA-1 construction project.
SKILLS/COMPETENCIES :
Requires a working knowledge of engineering and construction-related processes, as well as industry practices. Also requires excellent written and oral communication skills, a familiarity with CAD and other PC software packages typically associated with engineering and construction, and the potential for performing in a lead capacity on a project.
