This position provides Project Management functions for complex high risk projects, repeatable projects, or projects within a larger program such as VCIDDB for E911 Regulatory. The Senior Tech Project Manager is responsible for estimating, scheduling, resource management, managing risks, issues, escalations and jeopardies. This position tracks and controls progress, including ensuring completion of deliverables, comparing actual results to plans, providing financial reporting, and ensuring projects meet objectives in the areas of quality, schedule and cost while using the organization's standard processes for Regulatory E911. Takes technical projects from original concept through final implementation. Defines project scope and objectives. Develops detailed work plans, schedules, project estimates, resource plans, and status reports. Conducts project meetings and is responsible for project tracking and analysis. Ensures adherence to quality standards and reviews project deliverables. Manages the integration of vendor tasks and tracks and reviews vendor deliverables. Provides technical and analytical guidance to project team. Recommends and takes action to direct the analysis and solutions of problems.

Knowledge - Subject matter expert within own discipline/specialty area and basic knowledge of other disciplines / specialty areas. Performs financial or business process mapping, develops business process for leading edge technology implementations involving database integration. General project management and a proven track record for meeting commitments and provides resolutions to a diverse range of complex problems. Manages project plan for VCIDDB development and enhancements. Has a knowledge of Performance Management KPI's and KMI's and deep technical knowledge. Technical leader and recognized expert on select AT&T technologies, systems and/or procedures.
Analysis and Problem Solving -Solves unique problems through evaluative judgment and precedent. Independently applies sophisticated analysis in evaluating issues and develops new concepts, methods and techniques for cross-functional initiatives. Recognizes and pursues alternative methods. Will assist in the design and implementation of streamlined business process solutions. May provide supplier management of existing vendors. Works closely with more senior project/program managers to ensure projects are meeting business objectives. Serves as a liaison between IT partners, client organizations and IT leadership as appropriate. Develops and maintains quality metrics.
Independence - Guided by E911 Regulatory department goals and objectives. Exercises latitude in determining objectives and approaches to projects. Leads multiple projects of small to medium size and technical breadth.
Contribution to AT&T Technology -Key contributor on complex projects and initiatives. Impacts current and future business opportunities through application of specialized technical and industry knowledge. Develops methods and techniques based on strategic project objectives using Excel and Powerpoint software.
Communication- Provides technical guidance and explains advanced concepts to others in work area. May mentor others in department. Coordinates across multiple departments. Promotes active listening and open communication. Provides leadership and guidance to others.
Additional Responsibilities
This position may be responsible for contributing to AT&T's compliance with environmental laws and regulations as applicable to its job function. This may include, but is not limited to, work related to fuel tanks, emergency and stand-by generators, boilers, hazardous waste, hazardous materials, batteries, manholes and vaults, water wells, linear and other construction projects, water discharge, or air emissions.
Maintain a thorough knowledge of new developments and technology
Monitor projects and recommend changes to improve operating efficiency
Plan and manage the implementation of special network or engineering projects
Manage project scope determination
Manage and track project expenditures
Manage communications with Technical Planning, RF Engineering, Network Operations, Field Personnel
Coordinate the activities of cross functional groups to complete major projects that typically involve developing project activity schedules, establishing sub-committee hierarchy, monitoring progress, serving as a single point of contact for problem resolution
Require knowledge of the network hierarchy, network principles, core business processes, Company standards and guidelines and project management processes
Implement of new technologies, products and services for growth
Develop interdepartmental operations, administration and maintenance methods and procedures
Provide service management to customers who experience service problems and eliminate roadblocks while finding and removing process problems
Provide technical support and training to subordinates, peers, and other work groups
Require the coordination of technologies, processes, and people to ensure that tasks and issues are planned, tracked and resolved
