Senior Network Engineer

Operations Manager / Network Engineer Voice - Provides technical knowledge and skill in using Avaya specialized applications in the areas specified. Experienced in the operational environment and using high-level functional systems analysis, design, integration, documentation, and implementation methodologies on complex problems which require in-depth knowledge of the subject matter for effective implementation. Applies principles, methods and knowledge of the functional area of expertise to specific order requirements and in the process uses advanced principles and methods to arrive at practical, innovative solutions. Designs and prepares technical reports, data bases, studies, and related documentation, makes charts and graphs to record results. Has in-depth knowledge of security requirements for specialized information transfer applications and is skilled in preparing technical reports and providing other services required by the order. • Responsibilities include oversight for operations, maintenance and engineering support services, overall system management, training of subordinate contractor staff, and supervision of all assigned projects. In addition the Services Manager performs logistical planning and budget input as directed.• Performs continual review and analysis of systems to ensure quality of support and to identify areas/systems in need of upgrade or enhancement. Develops briefings and presentations relating to information systems and /or other related areas.• Implements the installation/upgrade of hardware/software and oversees efficiencies of current information systems and makes recommendations for turn in or accessing of outdated equipment.• Performs on-site supervisory and oversight role for overall contractor responsibilities and personnel. Develops operational procedures for use by contract personnel in carrying out their day-to-day tasks.• Inventory control of all information systems resources and oversees configuration management. Coordinates and monitors maintenance, daily operations and engineering support services of all these systems resources.• Performs logistical planning and budgeting as required. Tracks expenditures and formulates budgets for information systems resources.• Performs on-site supervisory and oversight role for overall contractor responsibilities and personnel.• Overall system management. • Trains subordinate contractor staff.• Supervises and has oversight of special projects. • Monitors daily operations and life cycle management on all systems. • Supports and advises management on all matters related to procurements or enhancements to include system development and interconnectivity. • Facilitates the procurements of and maintenance support for all information systems and /or areas unique to the position.• Performs logistical planning and budget tasking as directed.• Continually reviews and does analysis of systems to ensure quality of support and to identify areas/systems in need of upgrade or enhancement. • Prepares briefings and presentations relating to information systems for senior level management.• Develops operational procedures for use by contract personnel in carrying out their day-to-day tasks.• Regularly exercises discretion and independent judgment.

Educational Requirements: Desired - Bachelor's degree from an accredited college or university in engineering, computer science, or a mathematics-intensive discipline that provides substantial knowledge and skill in engineering large, complex projects that are closely related to the work required by the order. Experience Requirements: Ten years of intensive and progressive experience in the last fifteen calendar years in the individual's field of study and specialization. In-depth knowledge of Avaya Telephony Product line - S8X00 series media servers. Three years of Operations Management experience required..

Must be able to be cleared to Top Secret. No clearance required to start work. USSS clears candidate for access to facility. Prior clearance is not transferred but will be maintained by AT&T.

Prior White House Communications Agency experience is highly desired.
