POSITION TITLE: Technical Control (TCF) and Satellite Communications Technician
FUNCTIONAL TITLE: Technical Controller and Satellite Communications Technician

POSITION SUMMARY:
Specialty Summary: Operates, monitors, secures, and controls the physical, data link, network, and transport layers of strategic and tactical Communications-Computer Systems including connectivity to local and wide area networks, end-to-end telecommunications and circuit switching systems, long-haul transmission, and the global information grid. Performs, coordinates, and supervises their design, configuration, operation, restoration, and improvements. Analyzes their capabilities and performance, identifies problems, and takes corrective action. Operates cryptographic equipment. Fabricates cable assemblies. Performs control facility self inspections. Directs and makes operational adjustments to technical control and telecommunication transmission equipment to include but not limited to promina consoles (400/800) asynchronous Transfer mode (ATM) switching equipment, fiber optic modems and wide band radio equipment. Must also be SMU qualified.
Responsible for all aspects of the operation and maintenance of the USC-60 equipment. The individual is required to possess a thorough understanding of Tactical Satellite systems transmission. The technician shall be responsible for, but not limited to, scheduled maintenance of the O & M of systems, controlled cannibalization (approved by COR), equipment modifications, modules, cabinets, processors, circuit cards, power supplies, peripheral and ancillary equipment to include cabling, wiring, plugs, adapters and warranty work as required. The individual technician shall be responsible for performing preventative maintenance, corrective maintenance, routine and demand maintenance procedures for the USC-60 Satellite Terminal. The technician is required to possess a level of experience and proficiency to perform complex technical end-to-end testing of all US military supported transmission systems whether point-to-point or satellite, and line-of-sight transmission paths.

MAJOR JOB ACTIVITIES:
1. Operates processor assisted diagnostic and control equipment and software to perform network, technical, and configuration control, surveillance, and security.
2. Monitors status and performance of transmission and switching systems, local and wide area networks, and subscriber equipment
3. Operates test equipment to verify end-to-end circuit, system, and network signals meet minimum standards.
4. Operates network management hardware and software to ensure compliance with security standards and service levels.
5. Configures circuits, systems, and networks based on standards, traffic patterns, and results of quality assurance tests.
6. Performs circuit, system, and network patching and cross connecting to establish, sustain, and restore service
7. Localizes failures, performs operational adjustments, and reconfigures circuit, system, and network equipment.
8. Operates cryptographic equipment to test, reset, and rekey.
9. Directs and coordinates TCF configuration, operation, security, restoration, and improvements. Communicates with subscribers, contractors, lateral agencies, and higher headquarters using secure and unsecure voice, data, electronic mail, web, or facsimile communications to schedule down-time and quality assurance tests, Configures circuits, systems, and networks based on standards, traffic patterns, and results of quality assurance tests.
10. Responsible for performing all service orders (SEVORD) on the terminal and its subsystems.
11. Perform all systems administration, operations, maintenance, and services to the USC-60 and is ancillary equipment per the OEM manual and military regulations.
12. Performs necessary repairs to the SATCOM equipment and associated ancillary devices to include close coordination with the distant end to resolve issues and restore service for any interruption to the transmission paths for full 24/7 operations.
13. Coordinate with the defense information systems agency (DISA) for DOD network compliance procedures and/or the implementation of telecommunication service orders.
14. Perform remote diagnostics as required, parts and materials replacement, emergency technical assistance, and technical documentation updates.
15. Maintain and update as required circuit status and changes, maintain maintenance records, update drawings and charts, and perform necessary software and hardware upgrades as required.

17. Conduct outage notification procedures to Camp Arifjan TCF, RNOSC, TNOSC, FCO, and the Signal Company, and prepare after action reports that supports the outage restoration process.
18. Maintain sufficient spare equipment and PLL on-hand in order to maintain the SATCOM and Promina systems.

WORKING ENVIRONMENT/PHYSICAL ACTIVITIES:
Working environment will be 96% Technical Control Facility (Tactical/Strategic), and or SATCOMM Terminal, 2% outside and 2% on road. Individual should be able to lift up to 40 lbs unassisted. The TCF/SATCOMM Terminal exposes you to moderate noise levels due to cooling and other equipment. The outside work environment will also be very hot due to conditions within the region in.
FREEDOM TO ACT: The position will report directly to the TCF Lead but also will be directed by various Supervisors/managers.
Experience Requirements:
MINIMUM QUALIFICATIONS:
Education: High school diploma required. Some college preferable.
SECURITY CLEARANCE: All applicants must be U.S. Citizens and either posses, or have the ability to possess, SECRET Security Clearance.
Experience: Requires a minimum of 3 years operating experience in a military technical control facility or civilian equivalent within the last 10 years. TCF controllers are required to have a minimum of two years of experience working with Integrated Digital Network Exchanges (IDNX), specifically the Promina 200, 400 and 800 IDNX and high frequency radio and satellite/microwave
Demonstrated knowledge and skills to perform complex repair work, alignments, test, and monitoring of transmission equipments (i.e., USC-60) for US manufactured military telecommunications equipment and its ancillary components. A demonstrated knowledge of and experience with Department of Defense (DOD) military missions, structure, doctrine, technical standards and specifications, and security requirements.
Applicants selected will be subject to a government security investigation and must meet eligibility requirements for access to classified information. Must be able to work rotating shift schedules which provide 24 hour day/7 day week coverage.
Must be familiar with DISA operations circulars, DoD circuit actions and TSO/TSR processing requirements. Must be familiar with Remedy Action Request System for trouble tickets reporting, FACIT, Synchronous Optical Network (SONET) equipment, and various encryption devices, i.e. KG84A, KIV-7, KG194, Kg-175, etc, including device substitution, keying and re-keying.
