Research Operations Project Manager to join our team located in Suffolk, VA. Put your experience into a future with Northrop Grumman supporting the Office of the Secretary of Defense (OSD). The qualified applicant will become part of Northrop Grumman's Team supporting the (OSD) performing studies, analysis, and assessments of Defense programs, processes, doctrines, policies, and strategies; as well as providing guidance, advice, and recommendations to support implementation and revision of the Defense Strategy. This person leads a technical team for maintenance and enhancement of the OSD Execution Management System (EMS) used for tracking financial data related to Joint training programs. Establishes design concepts, criteria and engineering efforts for product research, development, integration and test. Also acts as primary customer contact for program activities, leading program review sessions with customer to discuss cost, schedule, and technical performance.
The ROPM will perform, but not be limited to, the following duties:• Directs the work of employees assigned to the program.
• Identifies and resolves or avoids program issues and risks.
• Prepare and present senior executive level briefings and reports.
• Directs all phases of programs from inception through completion
• Establishes milestones and monitors adherence to master plans and schedules.
• Coordinates the preparation of proposals, business plans, and operating budgets.
• Responsible for the cost, schedule and technical performance of the EMS program
Minimum Qualifications: To be considered for this position, you must minimally meet the knowledge, skills, and abilities listed below:
• B.S./ M.A. in related field required
• Must display position level appropriate proficiency with Microsoft Office Suite
• Experience in joint military training, experimentation, and database development is required
• Experience providing analysis & assessment of joint training capabilities funded by the CE2T2 program
• Must have successful prior experience as a Program Manager/ Task Order Lead for a defense program
• Requires at least twelve (12) years professional work experience within the DoD (10 yrs with M.S./M.A.)
• Excellent and well founded, written and oral communication skills to relay analytic process and findings are essential
• Requires that you be comfortable and effective working in a collaborative environment at the customer's site.
Must be a U.S. Citizen with an active U.S. Secret level security clearance to be selected. Applicants selected will be subject to a government security investigation and must meet eligibility requirements for access to classified information.
Preferred Qualifications: Candidates with these desired skills will be given preferential consideration:
• Masters Degree in a technical or business field.
• Experience in developing military or business strategies and/or plans
• Knowledge of DOD strategic guidance , planning documents, and training trends
• Experience serving on the OSD PA&E, Joint Staff, or other Service Analytic Staffs.
• Demonstrated capability for development of innovative solutions to complex problems
• Military operational experience and working experience performing analysis and assessment of Joint military training programs
• Demonstrated ability for creativity, critical thinking, and use of a myriad of data and information sources to assess military training programs and needs.
