Title: Quality Manager Location: Kuwait Req Number: SD-PA-KBOS5-17384 Position Description: THIS POSITION IS PENDING CONTRACT AWARD POSITION SUMMARY: The Quality Manager reports to the Program Manager (PM) for the development, implementation, coordination, and management of the Quality Control Program (QCP) for the Army Prepositioned Stocks (APS-5) and Direct Theater Support (DTS) (APS-5 Kuwait) Program. The manager ensures processes are compliant with the program's ISO 9002 certification and supports the delivery of quality work and services at all levels of the program. Manages the Employee Training Program. Supports functional managers with Value Based Lean Six Sigma (VBLSS) support to enhance productivity and reduce operational costs.
MAJOR JOB ACTIVITIES: ' Implements the QCP, to include monitoring key process indicators for all functional departments, branches, and sections. ' Schedules and supervises the conduct of Quality Control (QC) audits across the program. ' Monitors, inspects, and analyzes all support activities, functional operations, and recordkeeping to ensure compliance. ' Ensures inspections of procedures and processes are conducted to identify incipient weaknesses and suggests preventive measures to stop recurrence, prepares reports documenting inspection results, and ensures corrective actions are completed in a timely manner. ' Analyzes equipment, systems, and process failures to determine root causes and implements corrective action to rectify discrepancies. Follows up on corrective actions to ensure solutions are in place and working. ' Coordinates the correction of problems with the appropriate functional and support activity supervisors and acts as the liaison with third-party ISO Registrar. ' Coordinates with functional area supervisors to determine their employee training requirements. ' Ensures the employee training qualification database is accurately maintained. ' Prepares budget inputs for employee training requirements. ' Spot checks Quality Surveillance Auditors to validate their work, training, and adherence to documentation requirements ' Maintains Quality Surveillance documentation required by the contract. ' Establishes and maintains good working relations with Government representatives and deals tactfully and courteously with Government officials. Possesses the ability to evaluate operations, present oral and written reports, track operations on charts, and make recommendations to the PM. ' Promotes VBLSS support across the program. ' Serves as Project Representative on all ISO 9002 certification requirements. Supervision of all functions of a Quality Systems Analysts workforce. Performs other duties and assignments as required. Experience Requirements: MINIMUM QUALIFICATIONS: Education: Bachelor's Degree desired or 8 years of relevant experience. VBLSS Black Belt certification required. Experience: 8 years of experience in positions requiring understanding of continuous process improvement and QC techniques. Military experience and training in an equipment maintenance field desired. Performance of QC and continuous process improvement functions for logistics support services projects. ISO Quality Assurance Lead Auditor Certificate of training highly desirable.
