Position Description:
MOVEMENT CONTROL SPECIALIST (MCT)

POSITION SUMMARY: The Movement Control Specialist (MCT) reports directly to the Transportation Coordinator who in turn reports directly to the Lead Transportation Coordinator on movement procedures for the APS-5, Supply Department. MCT provides continuous transportation coordination and shipment status for all APS inbound and outbound assets to include but not limited to coordination, planning, and arranging of transportation services through commercial and government agencies for in-country line haul of APS assets. The MCT must be knowledgeable in preparation of cargo documentation including TCMDs and Military Shipping Labels, and ensure RF Tags have been placed on all outbound cargo shipments.

MAJOR JOB ACTIVITIES:

' Loading and unloading cargo to include supplies and equipment on and off watercraft, docks, beaches, motor vehicles and aircraft.
' Inventorying, consolidating, packing, crating, weighing, marking, labeling, and documenting cargo shipments of all types. Checking all cargo labels against invoices, packing lists, bills of lading and other documentation.
' Planning and ensuring balance and safety of loads.
' Operating automated data processing equipment and systems. Requesting and coordinating transport capability for cargo movements.
' Inventorying inbound cargo using cargo manifests, TCMDs or other shipping documents. Inspecting and accepting inbound cargo.
' Must be thoroughly familiar with TCN's and TCMDs.
' Process all required cargo documents such as Manifests, Military Shipping Labels (MSL), Transportation Control and Movement Document (TCMD), Material Release Order (MRO), Shippers Declaration of Dangerous Goods (HAZDEC), packing list, and shipment discrepancy reports for all outbound bulk shipments.
' Ensure maximum utilization of available commercial truck space and tonnage within the limitation of vehicle trailer weight, stability, and trim requirements.
' Review transportation tie-down regulations.
' Ensuring hazardous materials are properly packaged, certified and handled according to DOD regulations.
' Ensure shipments of Hazardous Material are certified IAW 49 CFR, Military Hazardous Materials Shipments for Air Transportation (AFMAN 24-204), International Air Transportation Association (IATA), and International Maritime Dangerous Goods (IMDG).
' Execute traffic flow plans developed by the Transportation Coordinator.
' Analyze cargo characteristics, determine special handling requirements, required priorities, and required delivery dates.
' Sign in/out trucks/drivers at Gate 10 or 11 at CAS and at main gate of AUAB.

Experience Requirements:
MINIMUM QUALIFICATIONS:

MCT Specialist must have a minimum of 2 years of military experience in supply, transportation, or logistics. Must know how to supervise and control movement personnel, equipment, and cargo. You must be able to perform a variety of clerical duties associated with logistics of freight and cargo movement.

EDUCATION AND TRAINING:

High School Diploma through Associate Degree will be accepted and must be licensed to operate at least a 4k forklift.

SECURITY CLEARANCE:

Must possess or be able to obtain the appropriate security clearance.

WORKING ENVIRONMENT/PHYSICAL ACTIVITIES:
Work is conducted in a combination of environments, shop and outside storage areas. The temperature is extremely hot reaching to 110 degrees for extended periods. Work will require possible lifting at times of at least 45 lbs, stooping, climbing, and prolonged standing/sitting. You must be able to operator Motor Handling Equipment (MHE).
