This individual must possess a history of Project Management experience in order to perform start-up and sustainment operations for the Counter-Rocket, Artillery, Mortar (C-RAM) Program Sense and Warn (SnW) Contractor Manning acquisition. SnW Contractor Manning will recruit, hire, train, deploy, lead and evaluate SnW operators in Base Defense Operations Centers (BDOC) throughout OPERATION ENDURING FREEDOM. This position is located in Afghanistan. This manager will be responsible for supervision of BDOC operations and operators in multiple Forward Operations Bases within a designated Area of Operations (AO) in Afghanistan. This individual must possess a strong background in project management, earned value management systems, integrated master scheduling and must possess experience in Army command and control and C-RAM SnW systems analysis. This individual reports directly to the Contractor Manning OEF Regional Manager, also located overseas, and is responsible for starting up and sustaining the Contractor Manning of BDOCs within a specific AO. This individual will plan, coordinate and implement Contractor Manning AO requirements which include as a minimum logistics and personnel support, establishing and maintaining integrated schedules, team building, liaison with Theater support staff, customer liaison at multiple levels of command, operator performance evaluations, and assisting the Regional Manager in overseeing the daily operational and functional needs of the deployed theater team. Requires daily tracking of personnel and sustainment issues within an AO and solving personnel and equipment issues. Will assist the Regional Manager in implementing quality assurance procedures, and evaluating contractor operators to perform SnW operations within a FOB BDOC. The successful candidate will ensure that training and maintenance processes are established and implemented in order to ensure that SnW operators perform to standard. Must be able to work closely with customers in theater in order to understand their current and future needs. Identifies program problems and obtains solutions, such as allocation of resources or moving personnel within theater. Directs the work of employees assigned to the AO support team. Position location: Afghanistan

Additional Job Responsibilities:
Selected candidate will assist the senior management team to bring to fruition numerous pursuits to include: synchronizing force deployment operations with multiple installation and procurement teams performing install operations in a war zone; coordination with other C-RAM managers to optimize the use of the available resources.
 

Basic Qualifications:
. 9 Years with Bachelors in Science; 7 Years with Masters.  Years of experience may substitute for degree.
. Willingness to work overseas in a hazardous environment.
. Demonstrated ability to build and maintain strong customer relations.
. Demonstrated ability to positively interface with senior staff, both corporate and U.S. Government (DoD) Customers.
. Ability to develop technical solutions to a wide range of complex difficult problems.
. Strong management, supervisory, leadership and communication skills.
. Ability to synchronize multiple schedules including SnW personnel and training availability with theater requirements.
. US Citizenship and Possess a Secret Clearance.
. Qualify for a corporate VISA travel card.

Preferred Qualifications:
. Prior military experience overseas preferably at Brigade Combat Team level or above.
. Senior Company Grade or above officer or Senior Non-commissioned officer.
. Familiarity with C-RAM, TASS, FAAD, AMDWS, LCMR, AFATDS, MCS, Operations Centers and military communications systems.
. Understand DoD force readiness and force generation process.
. Familiarity with Human Relations retention policies.
. Familiarity with Northrop Grumman overseas allowances and policies.
