The Maintenance Division Chief is responsible for the contract execution of US Army maintenance programs and procedures associated with a standard garrison DOL maintenance activity including Left Behind Equipment (LBE) maintenance program, field level RESET, Pre-deployment Training Equipment (PDTE) maintenance, Low Usage Program (LUP) maintenance and pass-back maintenance for various types of military and commercial equipment to include the repair of combat vehicles, artillery, tactical vehicles, missile launchers, communications-electronics items, optical instruments, small arms, and crew-served weapons. The Maintenance Division Chief also directs/controls shop supply and allied trades sections
MAJOR JOB ACTIVITIES:
1. Planning, directing and coordinating Maintenance Division operations; workload management; providing direction and leadership to the inspection/quality control section, maintenance control section, production control section, shop supply and the various repair sections. 2. Monitors all maintenance activities through observation of daily operations; reviewing and providing analysis of performance data, records, and reports; determining if program requirements and metrics are being met in an efficient and economical manner and recommending and/or initiating changes in operations, as required, for operational effectiveness. 3. Develops work scheduling and procedures to ensure efficient use of resources while working in direct, face to face communications with the Government representatives. 4. Analyzes reports, surveillances, maintenance schedules, and performance trends and other requirements. 5. Coordinates actions with fellow division chiefs (supply and transportation); developing/preparing Rough Orders of Magnitude (ROMs), Standing Operating Procedures (SOPs), Capability & Capacity Reports, cost projections, man-hour projections and various other status reports. 6. Responsible for maintaining a positive customer interface with the DOL, US Army Field Support Battalions (AFSBn), US Army Field Support Brigades (AFSB) and US Army Tenant Units on a frequent basis; developing short and long range plans and operating procedures to ensure accomplishment of missions. 7. Prepares and briefs maintenance related issues to senior Army officers and civilians during weekly maintenance meetings, monthly Logistics Readiness Reviews (LRRs) and other pertinent maintenance and supply related meetings.Coordinates directly or indirectly through a Material Readiness Officer, with all supported unit commanders for guaranteed customers satisfaction and immediate problem resolution. 8. Evaluates maintenance ADP reports for performance trends, indicators, and potential problems. Initiates corrective actions to resolve problems and prevent delays in production. 9. Responsible for all aspects of managing personnel evaluations, performance counseling, employment processes, union issues, timekeeping management and review and approval/denial of leave requests. 10. Plans, reviews, and assists in the training programs for subordinates. Directly responsible for personal self-improvement and continued education. 11. Reviews and interprets Army regulations, directives, program documents and guidance identifying operational requirements and initiating associated policies and procedures. 12. Proficient in the concepts of Value Based Six Sigma and a key player for Total Quality Management (TQM). Maintains processes and training records for continuous improvement within ISO 9000 certification requirements. 13. Advises the Project Manager on the status of maintenance workload and the effectiveness of support activities. 14. Team member and essential participant in Quality Management Board, along with the other Managers.
MATERIAL & EQUIPMENT DIRECTLY USED:
Working knowledge of shop tools, computers, printers, Microsoft products and other software related to the maintenance operation.
WORKING ENVIRONMENT/PHYSICAL ACTIVITIES:
Extensive interaction with the government customer is required. Work is generally conducted in a shop environment. However, duties may involve the conduct of work in the out-of-doors area with a potential exposure to extreme climatic conditions. Must comply with OSHA, EPA, Fire Regulations and published Company work rules.
SECURITY CLEARANCE:
Must be able to obtain and maintain a Secret Clearance throughout employment.

LAST REVISED: 05/21/10 Required Experience: MINIMUM QUALIFICATIONS:
Education/Experience: ' Associate or Bachelor's Degree and at least 10 years of relevant US Army maintenance management experience. ' In-depth knowledge of AR 750-1, AR 710-2, AR 735-5, AR 750-8 and all US Army regulations, pamphlets and technical manuals associated with directing/controlling field level and industrial-based maintenance activities. ' Proficiency in running essential aspects of a field level/garrison maintenance activity to include The Army Maintenance Management System (TAMMS), Standard Army Retail Supply Systems (SARSS), Wildcat Maintenance Management System-DOL (WMMS-D) (SAMS-IE when fielded), exchange pricing and a US Army maintenance quality assurance/quality control program.
DESIRED QUALIFICATIONS: ' Industrial engineering or Operations Research and Systems Analysis (ORSA) expertise specifically related to integrated production planning, facility optimization, analytical reporting of productivity and performance improvements, optimized use of labor, and the development of cutting edge process strategies to manage current requirements and future demands.
