Description
Full-time, on-site Engineer to serve on a team executing business consulting and program management tasks for the U. S. Coast Guard Surface Forces Logistics Center, VR (Vessel Repair) division located in Norfolk, VA. Performs routine maintenance and logistics tasks in support of hull, mechanical, and electrical equipment and systems aboard U. S. Coast Guard WMEC Cutters supporting Mission Effectiveness Projects (MEP) and other scheduled repair availabilities. Tasks include providing CG maintenance tracking and Type Desk Management support for the repair of equipment and systems aboard cutters. Services will also include the verification of vessel configuration, engineering changes, and technical documentation for all maintenance configuration items, and collection of logistics information
The successful candidate will demonstrate experience as a junior engineer or senior engineering technician and must possess the knowledge of principles, practices and techniques of ship repair, including drydocking, dock and sea trials, non-destructive testing and other principles, practices and techniques unique to the marine industry.
Candidate must also obtain knowledge of commercial and military standards, working knowledge of Coast Guard Instructions and logistics tools. Experience with Federal Acquisition Regulations (FAR), and applicability to ship repair contracts is essential. Must be familiar with Coast Guard ship repair standards, policies and procedures and conducted planned vessel assessments for the purpose of developing a planned availability work list. Must be able climb ladders, access voids and small shipboard spaces for the purpose of identifying needed hull, mechanical and electrical (HM&E) repairs. Provides planned & emergency depot level availability planning teams with technical support in work identification, planning, specification development, work execution and project close-out. Must demonstrate the skills to develop presentations for commercial availability arrival conferences, perform periodic site visits of cutters undergoing commercial availabilities, attend post availability meetings and provide post availability reports and surveys. Provide technical review of condition found reports and change requests. Provide procurement request to modify appropriate funding documents.
Must be able to work with Maintenance Integrators/Port Engineers to establish repair specs/contracts, both recurring & individual work items, to be accomplished during cutter Maintenance and Repair periods. Develop/write technical statements of work to perform ship repair operation for execution by ship repair contractors. Provide technical review of maintenance standards as well as preventative and corrective maintenance practices. Provide recommend changes to maintenance practices to increase the reliability of cutters. Review, maintain and update cutter maintenance records and casualty database. Performs market research to obtain pricing information and prepare purchase request documents to procure commercial spare parts, technical items, and all other necessary supplies/services for all ship repair and casualty response activities. Candidate should also be familiar with the CG's Fleet Logistics system (FLS) to plan and execute maintenance actions. Understanding of proper use of office equipment (computers, scanners fax machines, etc.) as well as Microsoft office applications are essential. Requires bachelor's degree (Logistics/Mathematics/Engineering or related field) or equivalent, and two to four years of related experience.
