POSITION OVERVIEW: Independently supplies advanced support services for Parsons enterprise-wide Engineering Systems (ES). Assures that the Parsons organization, its Global Business Units (GBU) and individual projects have access to effective and efficient ES engineering, design and operations functions at all times and in all locations.
Develops and reviews delivery schedules and other documentation to accomplish projects on a timely basis within budget constraints. Develops and implements system architecture and specifications through technical coordination of a project team. Provides technical guidance to other ES support staff members. May function in leadership role on a project team to address a specific ES requirement.
SPECIFIC RESPONSIBILITIES:
Maintains highly specialized knowledge of engineering and design applications and delivery systems (E.g., CAD; CIE; GIS; design collaboration systems;[ProjectWise™]; Building Information Modeling [BIM]; proprietary engineering application delivery systems [ParStream™]; computer-aided engineering tools, processes and methodologies).
Specifies and maintains the technical architecture of Parsons enterprise engineering systems. Recommends an appropriate delivery environment that will meet Parsons business requirements and guarantee the operability and interoperability of ES services.
Defines Parsons technical engineering systems requirements for Enterprise systems and major subsystems, based on Parsons business plans and requirements.
Designs the technical ES architecture by applying an understanding of Parsons business requirements and the features of the engineering and design tools available.
Uses knowledge of engineering requirements and user needs to deliver and customize specialized technical software and other systems (E.g., CAD or BIM).
Develops complex workflows for engineering applications to meet project requirements for collaboration, work sharing, operability and interoperability.
Leads the development of the architecture for an enterprise engineering system (including collaboration systems) to meet regional and global computing requirements.
In cooperation with a Project Manager, identifies project resources required to provide delivery and support services, including scope, architecture, schedule, staff, space and budget.
May select project staff members, assign individual responsibilities and supervise delivery and support services for a large complex ES engineering project. May provide technical oversight, direction and feedback to more junior ES staff members.
Provides technical oversight for the enterprise- wide Engineering Systems such as ParStream™ and ProjectWise™.
Identifies issues, questions and problems in developing or maintaining a large, complex ES system and works with individual team members and the client to resolve those issues successfully.
Maintains knowledge of current trends in ES applications and systems as well as emerging technologies (E.g., virtualization. Sustainability, etc.). Recommends new technologies and applications for implementation at Parsons, based on an understanding of Parsons immediate technical goals and direction.
Establishes software test systems for evaluating proposed new technologies and applications. Monitors test systems, evaluates results and makes recommendations about system implementation to senior IT managers and Parsons managers.
Works with third-party applications and systems to assure they function at optimum capacity; identifies questions, issues and problems with third-party products; works with end users and vendors to find solutions.
Recommends upgrades, modifications and enhancements to existing applications and systems provided by third-party vendors and supervises implementation of those modifications.
Works with clients, subcontractors and business partners to develop and maintain shared ES systems; consults with clients, subcontractors and partners to identify and resolve issues, questions and problems with shared ES systems.
Qualifications: PREFERRED EDUCATION/EXPERIENCE:
4-year degree in computer science, information systems, engineering or related technical discipline, with experience in both engineering and IT. 10 -15 of progressive experience developing technical architecture and performing project management to meet specific ES-related business requirements, using collaborative engineering or application systems.
Certifications:
One or more of the following certifications preferred: PMP. Industry-related AEC certifications such as BIM or LEED. Vendor certifications (E.g., Autodesk, Bentley, Intergraph and ESRI). Microsoft Windows Operating systems (E.g., Microsoft Certified Engineer), SQL.
SKILLS/COMPETENCIES:
A thorough understanding of engineering, design applications, design collaboration systems and computer-aided engineering tools processes and methodologies (e.g., CAD, CIE or GIS).
An understanding of applicable database and project software applications and technology.
Technical understanding of the infrastructure required for engineering systems such as servers, advanced 2D/3D work stations, networks and associated systems
An understanding of the strategic impacts of enterprise initiatives that support engineering systems and architecture.
A thorough understanding of either the Parsons ParStream™ environment (or similar virtualized system) or ProjectWise™ (or other engineering collaboration environments).
Expert in the design and use of workflows for engineering and design operations and production.
Extensive experience developing and implementing complex engineering systems. Requires knowledge of engineering requirements, user needs, system development and computer programming.
Strong problem solving and analytical skills.
Team leadership and management
Written and oral communication skills appropriate for the position, including the ability to speak very well in basic professional situations and present technical data in a logical manner that is easy to understand (may include communication via telephone, in person, or presenting to small groups). Ability to write moderately complex documents (may include emails, memos, procedures, presentations). Communicates with a wide variety of individuals (employees and managers) throughout the organization and outside of the organization (i.e. clients, vendors).
