Description:
Position Overview:
With minimal supervision, performs the most difficult and complex inspection tasks for Electrical and Instrumentation & Control (I&C) installations, including assessing adherence to safety and quality control procedures. Coordinates process shutdown activity and reports on schedule compliance. Inspects all aspects of work on the construction site and performs continuous surveillance of assigned construction activities to ensure compliance with all applicable codes, standards, and specifications. Documents nonconformance and participates in determining appropriate resolution. Frequently serves in the capacity of Lead Inspector. Willingness to travel and/or to relocate to field sites is expected.
GENERAL RESPONSIBILITIES:
1. Review construction documents including plans and specifications; inspect moderately complex plant and collection facilities construction work performed by District's contractors; ensure contractual compliance with plans, specifications, codes and safety requirements; verify that materials being incorporated into project are per specification and installed using generally accepted construction practices; coordinate process shutdown and startup to meet District operational requirements.
2. Assist safety representatives with job hazard analysis; observe contractors work safe environment and traffic control plans and devices; work with contractor to establish and maintain a safe construction project for employees, customers, and the public; suggest appropriate changes regarding safety and traffic control plans and devices.
3. Assist in the maintenance of accurate contract drawings; verify contractor as-built drawings are correct; assist Project Manager on field change orders, plan clarifications, and plan changes; submit final drawings to construction project manager for the preparation of record drawings.
4. Prepare and maintain necessary construction inspection records and reports as a means of formal documentation including daily inspection reports, photo-logs, field test results, force account reports, extra work requests, project submittal files, and individual project logs; assist project manager in preparing monthly progress reports.
5. Attend construction meetings; work with contractors, Operations & Maintenance, regulatory agencies, utilities, city officials and the general public throughout construction project to coordinate work to be accomplished and ensure satisfactory project completion with minimum impact on the public or District facilities.
6. Start up and test new and existing systems.
7. Perform related duties as required.
SPECIFIC RESPONSIBILITIES:
1. Recommend and observe job safety practices and draft safety reports.
2. Review and interpret primavera baseline construction schedule to evaluate progress. Provide schedule progress information for each activity on the schedule for evaluation of contractor's monthly progress payment request.
3. Coordinate and schedule process shutdown activity to meet operational requirements.
4. Travel to supplier facilities to participate in factory demonstration tests to ensure equipment is fabricated in accordance with project specifications and industry standards.
5. Review all electrical and instrumentation test procedures.
6. Provide general inspection on all construction labor and subcontracted tasks to ensure professional workmanship.
7. Ensure all electrical installations conform to the project specification requirements and industry standards and codes:
* a) Perform loop checks to validate signal wiring is correct and project documentation reflects actual field conditions.
* b) Evaluate need for and witness third-party testing.
* c) Mark inspector's set of One Line Diagrams, Plans, Elevations, Elementary Diagrams to match as-built conditions.
8. Ensure all instrumentation installations conform to the project specification requirements:
* a) Ensure all instrumentation is calibrated in accordance with project requirements.
* b) Mark inspector's set of P&ID, Communications Block Diagrams, Control Panel drawings to match as-built conditions.
9. Prepare quality control reports, daily and as required for special applications and recommend changes to procedure.

6. Read and interpret construction plans, schematics and blue prints.
7. Read, analyze, interpret, and update contract and construction drawings.
8. Relate contract drawings to contract installations.
9. Document data regarding construction inspection activities.
10. Prepare technical reports.
11. Operate a variety of construction inspection equipment in a safe and effective manner.
12. Communicate clearly and concisely, both orally and in writing.
13. Establish and maintain effective working relationships with those contacted in the course of work.
Qualifications
A two-year degree in a technical discipline or construction-related field, or a high school diploma and equivalent work experience, is required. Also requires 10+ years of related experience on heavy construction projects, as well as formal certification from an independent organization, depending on type of inspection assignment.
