JOB SUMMARY: Responsible for all facets of administration of the prime and subcontractor contracts under the supervision and direction of the Project Manager.
PRIMARY DUTY RESPONSIBILITIES: Performs a continual review of all company activities pertaining to DOL contracts to ensure complete compliance by the company contractual requirements; advises the Program Manager and other managers/supervisors on matters relevant to the rights, prerogatives, and obligations as they pertain to contract agreements; assists in the drafting of programs/plans/procedures by other company personnel to ensure compliance with contract requirements; negotiates all matters pertaining to the contract and any modifications. Provides guidance and assistance to all activities for resolution of a variety of contract interpretation and application problems, records, and processes and transmits reports and related correspondence as required by the contract; directs the project function for administration/operations as necessary to accomplish all contract requirements; responsible for preparation and submittal of requests to Contracting Officer for administrative approval for all matters of a contractual nature; maintains frequent daily contact with the Contracting Officer and designated representatives and with all levels of personnel within the company; responsible for Government-furnished property accountability and maintaining liaison with the Government Property Administrator. Required Experience: MINIMUM QUALIFICATIONS:
EDUCATION: Bachelors in Business Management or Accounting or equivalent experience. Ten years experience in a position of general administration. At least six years within a position involving direct administration of large Government contracts under the application of the Armed Services Procurement Regulations with support service requirements. Must be familiar with the FAR and DFAR. Experience in procurement administration, proposal pricing, and negotiation of Government and commercial contracts.
RELEVANT EXPERIENCE: Fundamental understanding of the FARs and Air Force Acquisitions and contract management processes. Ability to fluently communicate using the English language; this includes commensurate skills in reading, writing, and speaking. Demonstrated ability and proficiency in the utilization of a desktop computer, telephone, and general office equipment systems (both unclassified and classified) as directed and/or required in the performance of all assigned duties. Proficiency in the use and application of Microsoft Office 2003 software suite. Familiarity with the 50 SW mission and operations, as well as the AFSCN and ARTS O&M. Former military service in the Air Force (or comparable experience from other military services), and particularly the 50 SW.
SECURITY CLEARANCE: United States citizenship with an active and/or current secret security clearance, or the ability to obtain same. Retention of a security clearance in good standing is a condition of employment.
