PARSONS, one of the world's largest engineering/construction firms, has an immediate opening for a CEI Construction Manager in Jacksonville, FL.
POSITION OVERVIEW:
The successful candidate will direct the Construction Engineering and Inspection (CEI) program for north Florida.
SPECIFIC RESPONSIBILITIES:
• Responsible for overall field contract management, administration and coordination on highway and bridge CEI projects of a diverse and complex nature.
• Full technical responsibility for interpreting plans and specifications, as well as organizing, executing and coordinating construction engineering assignments.
• Responsible for monitoring schedule and assigned staff to determine that the contractor's activities are monitored and controlled in accordance with design specifications and contractual requirements.
• Collect data to brief the client on project issues and provide possible solutions.
• Act as an on-site liaison and cultivate team building between the client, company personnel and the contractor in resolution of project issues at the lowest possible level.
• Analyze complex construction/design problems requiring the development of new or improved techniques and consult with design engineering personnel to develop new policies, methods, practices, and procedures.
• Review work programs and assists in business development efforts to win new work.
Qualifications: PREFERRED EDUCATION/EXPERIENCE:
Required 4-year degree in Civil Engineering & a Florida registered P.E. (or if registered in another state, the ability to obtain registration in the State of Florida within six months) and a minimum of 10 years of construction engineering and inspection experience on major roadway and major/complex bridge projects.
Required qualifications include the ability to communicate effectively in English (verbally and in writing). Required experience in directing highly complex and specialized construction engineering administration and inspection projects; coordinating project changes and issues, dispute resolution and recommendations, inspection, materials testing, estimating, scheduling, analyzing contract change requests from contractors and engineering consultants, negotiating contract change costs, invoicing, claims review, and supervising inspection staff. Must be proficient with various computer programs including FDOT Site Manager, LIMS and other word processing and spreadsheet programs, with specific training in Primavera Scheduling, FDOT estimating and CADD programs.
ADDITIONAL COMMENTS:
Experience managing FDOT District 3 and/or District 2 CEI projects preferred. Must have transportation construction background.
