Title: Communications Manager Location: CO, Colorado Springs Req Number: SD-PA-HQ-CM Position Description: POSITION SUMMARY: Responsible for coordinating and supervising all communications and in support of the Program. Aids in engineering and design of all communication systems. MAJOR JOB ACTIVITIES: 1. Aids in design and analysis of communications systems program-wide and assists with engineering design. Reviews all recommended communications equipment. 2. Responsible for program-wide services to include annual budget, resource allocation, and planning. 3. Schedules and monitors the installation and maintenance of communication systems used to support e-mail, data transfers; and voice communications over radio, satellite, and telephone. 4. Schedules and monitors the installation and maintenance of all antenna work. 5. Responsible for maintaining inventory levels and annual re-supply of emergency repair and return equipment to ensure that adequate spares are on hand for all emergency situations. 6. Works with Science grantees and Information Technology (IT) Science Support to provide communications equipment and services for scientific efforts as tasked. 7. Provides documentation for all system designs and reviews all documentation produced by the Technical Writer. 8. Remains current on latest developments in the communications industry through trade and vendor publications, professional seminars, and corporate-sponsored training. 9. Responsible for staffing and seasonal review of communications personnel at all program sites including communications technicians, telecommunications technicians, and antenna riggers. 10. Performs other duties as required. Experience Requirements: EXPERIENCE: Education: Bachelors Degree in Communications Engineering; Science, Electrical Engineering; or 10 years of technical industry experience in lieu of a degree. Certifications and Licenses: None required. Experience: 2 years of detailed familiarity with data pro, 2 years diversified engineering in High Frequency (HF)/Ultra High Frequency (UHF)/Very High Frequency (VHF), microwave, satellite, and electronic sensor systems. 2 years in a similar supervisory role controlling communication and antenna activities. Must exhibit strong organization and communication skills. Knowledge of international and long logistics chain multisite projects; work at remote sites and work in cold regions (especially Antarctica) is preferred.
