DESCRIPTION:
Under administrative direction, oversees, manages, supervises, and coordinates Agency-wide safety programs, functions, and operations; develops and implements programs to reduce the frequency, severity, and cost of accidents and occupational illnesses; analyzes new and existing jobs, processes, or systems to determine the existence, severity, probability, and outcome of hazards; develops and implements rail and bus system safety programs in coordination with agencies and contractors; provides training events for fire and police; develops and recommends safety policies to upper management; coordinates assigned activities with other divisions, programs, and outside agencies; and provides highly responsible administrative and technical support to the Director of Safety, Security, and Quality Assurance Officer.

EXAMPLES OF DUTIES:
The following duties ARE NOT intended to serve as a comprehensive list of all duties performed by all employees in this classification, only a representative summary of the primary duties and responsibilities. Incumbent(s) may not be required to perform all duties listed and may be required to perform additional, position-specific duties.
• Plans, directs, coordinates, and reviews the work of assigned staff; assigns work activities and coordinates schedules, projects, and programs; provides constructive feedback; reviews and evaluates work and makes effective suggestions and recommendations.
• Coaches, trains and motivates staff; coordinates and/or provides staff training; and manages employee relations; manages the workflow and prioritization of projects and measures the performance of the division and all related staff and takes appropriate corrective action when necessary; provides advice and counsel to staff; develops developmental work plans for staff; implements or recommends corrective actions, discipline and termination procedures as appropriate/necessary.
• Oversees, manages and develops policies, manuals and procedures for overall Agency safety program; develops and implements Agency-wide training programs; audits programs; purchases required equipment; regularly conducts inspections for compliance; and promotes safety programs to Agency management and staff.
• Develops, implements and oversees System Safety Program Plans and programs for Sounder, REX, Tacoma Link and Central Link; meets regularly with partners; performs required reporting; assesses hazards; develops and implements mitigation strategies; and prepares for and participates in internal and external audits.   
• Oversees and manages the Agency construction safety program; reviews inspection and audit reports, coordinates inter-organizational meetings; responds to oversight requests and issues; works with RE to implement comprehensive safety program for ULink project.
• Reviews and comments on facility designs; reviews drawings and contract specifications for safety and operational hazards; works with Agency and outside groups to incorporate safety concerns into design of the system and facilities; inspects and reviews design of facilities and systems as-built to assess hazards and determine mitigation strategies.
• Develops and reviews preliminary hazard analysis and critical and catastrophic items for safety certification; oversees or conducts system safety analyses to determine causal factors and contribution of risk for development of mitigation strategies.
• Develops, administers, maintains, and oversees the division’s annual budget; makes recommendations and forecasts for future funds needed for staffing, equipment, materials, and supplies; reviews and approves division expenditures and implements adjustments.
• Provides support to the Director of Safety, Security, and Quality Assurance Officer on matters as directed; participates on a variety of boards, commissions, and committees; prepares and presents staff reports and other necessary correspondence; attends and participates in professional group meetings; maintains awareness of new trends and developments in the fields related to area of assignment; ensures processes, policies and practices are interpreted and applied consistently and effectively; ensures accountability and compliance with all current and applicable state and federal laws, Agency policies and procedures, rules and regulations.

TYPICAL QUALIFICATIONS:
Education and Experience:
Bachelor’s Degree in environmental, occupational health, industrial safety, safety engineering, or closely related field and six years of experience in safety program administration and management that includes three years of supervisory and program management in a medium to large organization; OR an equivalent combination of education and experience.

Required Licenses or Certifications:
Possession of a valid Washington State Driver’s License.

Required Knowledge of:
• Operational characteristics, services, and activities of a safety program area.
• Pertinent federal, state, and local laws, codes, and regulations.
• Methods and techniques used in the performance of safety duties and responsibilities.
• Principles and practices of industrial hygiene and occupational health and safety programs.
• Methods and techniques of work design solutions to health and safety issues, assessing safety hazards and implementing corrective measures.
• Tools and equipment used in monitoring noise and environmental safety factors.
• Methods and techniques of investigating safety related accidents and injuries including construction safety standards and rail system safety requirements.
• Mandated safety program rules, regulations, policies, and procedures.
• Methods and techniques of developing and conducting safety program training sessions.
• Applicable safety codes, fire codes, building codes, transit codes, and references of standard safety and operations practice in transit and non-transit environments.
• Methods and techniques of fire prevention and protection.
• Recent developments, current literature, and information related to safety rules and regulations.
• Basic principles and practices of governmental budget preparation and administration.
• Principles of team leadership including lead supervisory and training principles and practices.
• Principles of supervision, training, and performance evaluation.
• Modern office procedures, methods, and equipment including computers and computer applications such as word processing, spreadsheets, and statistical databases.

Required Skill in:
• Utilizing personal computer software programs affecting assigned work and in compiling and preparing spreadsheets and reports.
• Establishing and maintaining effective working relationships with other division staff, management, vendors, outside agencies, community groups and the general public.
• Interpreting and administering policies and procedures sufficient to administer, discuss, resolve, and explain them to staff and other constituencies.
• Applying advanced principles and practices of health and safety.
• Understanding technical and/or industry concepts of safety management.
• Performing a variety of occupational health and safety duties.
• Assisting in developing and conducting safety training programs.
• Monitoring safety program performance and recommend adjustments.
• Identifying safety training needs.
• Evaluating operational area safety requirements.
• Developing and monitoring divisional and program/project operating
• Responding to inquiries and in effective oral and written communication
• Working cooperatively with other divisions, Agency officials, and outside agencies.
• Supervising, leading, and delegating tasks and authority.
• Analyze and synthesize information in a concise manner and make recommendations on strategies to resolve issues.

Physical Demands / Work Environment:
• Work is performed in a standard office environment.
• Subject to standing, walking, bending, reaching, stooping, and lifting of objects up to 25 pounds; may occasionally be exposed to dangerous machinery and extreme weather conditions when working in the field.
