Title: C-RAM Regional Manager (Mgr Project Management 3) Location: x-International The selected candidate must possess a strong history of successful Project Management in order to perform start-up and sustainment operations for the Counter-Rocket, Artillery, Mortar (C-RAM) Program Sense and Warn (SnW) Contractor Manning program. SnW Contractor Manning will recruit, hire, train, deploy, lead and evaluate SnW operators in Base Defense Operations Centers (BDOC) throughout OPERATION ENDURING FREEDOM. This individual will be the program's Regional Manager and whose primary responsibilities are Customer interface, working closely with military leaders in theater in order to understand their current and future needs and assisting the overall Program Manager with starting up and sustaining the overall theater operations effort. These responsibilities include coordinating OEF theater requirements with other CONUS-based managers, overseeing the daily operational and functional needs of the deployed theater team, daily tracking of personnel and sustainment issues in OEF, and solving personnel and equipment issues. The Regional Manager will establish procedures for performance evaluations of all OEF Operator positions and training evaluations to ensure completion of operator sustainment training. In addition, this individual will work closely with the CONUS-based Operations IPT Lead in planning and writing standard operating procedures for theater. This successful candidate must possess a strong background in project management, earned value management systems, integrated master scheduling and must possess experience in Army command and control and C-RAM SnW systems analysis. Additional responsibilities include implementing quality assurance procedures, evaluating sub-contractor operators to perform SnW operations within a FOB BDOC and ensuring that training and maintenance processes are established and implemented to ensure that SnW operators perform to or exceed standards. Identifies program problems and obtains solutions, such as allocation of resources or moving personnel within theater. Directs the work of employees assigned to the Theater Support team. Knowledge of C-RAM System of Systems is required. Establishes operator schedules, rotation schedules, milestones and monitors adherence to master plans and schedules.
Additional Job Responsibilities: Selected candidate will assist the senior management team to bring to fruition numerous pursuits to include: synchronizing force deployment operations with multiple installation and procurement teams that are performing install operations in a war zone; and coordination with other C-RAM managers to optimize the use of the available resources. Basic Requirements:
. 14 Years experience with Bachelors in Science; 12 Years with Masters. Years of experience may substitute for degree . Willingness to work overseas in a hazardous environment . Strong customer relations skills with demonstrated ability to positively interface with senior staff, both corporate and U.S. Government (DoD) Customers . Ability to provide technical solutions to a wide range of complex difficult problems. Solutions are imaginative, thorough, practicable, and consistent with organization objectives . Strong management, supervisory, leadership and communication skills . Ability to synchronize multiple schedules including SnW personnel and training availability with theater requirements . Understand DoD force generation readiness processes . Possess Secret Clearance/US Citizen . Must be able to qualify for a corporate VISA travel card. Additional Assets Desired:
Prior military experience overseas preferably at Brigade Combat Team level or above . Prior experience as a senior Field grade officer or senior Non-commissioned officer . Familiarity with C-RAM, SNW, FAAD, AMDWS, LCMR, AFATDS, MCS, Operations Centers and military communications systems
